  5.     George Bush, having just finished delivering via satellite an
  6. otherwise forgettable speech to a group of Christian educators
  7. last week, told his audience, "And now I will be delighted to
  8. take your questions."

  10.     He might have added, "As long as you ask them in order."

  12.     By arrangement, members of the Association of Christian
  13. Schools International meeting in Anaheim, Calif., were supposed
  14. to ask prescripted questions of the President, who would give
  15. prescripted replies. Unfortunately the questions came out of
  16. order, and Bush had to dump an answer about tuition vouchers for
  17. one on testing. Stalling for time, he ad-libbed, "Well, that's
  18. a very comprehensive question."

  20.     The President, who has been teleconferencing by satellite
  21. for several months to save travel costs, relies on talking
  22. points displayed on TelePrompTers to make his answers seem as
  23. "spontaneous" as the questions. The effect can be even more
  24. deadening than his often wooden speeches. But when questioners
  25. veer from the script, the result can be breathtaking. During a
  26. session with newspaper publishers in Boca Raton, Fla., last
  27. month, a prearranged question about the news business was
  28. changed at the last minute to a query about the economy. Bush
  29. managed to forge a seamless link between his plans for the
  30. economy and the problem of vandalism of newspaper boxes.

  32.     After last week's snafu with the educators, a live
  33. microphone accidentally captured Bush's dissatisfaction with the
  34. canned Q&A: "These questions! We've got to get this sorted out.
  35. I mean, if I just listen to the question, I can answer whatever
  36. it is. But if I think it's going to be on [the TelePrompTer],
  37. I don't listen to the question." Bush is best when he wings it
  38. in his own words. That he and his aides don't seem to realize
  39. it is another sign of a presidency in some disarray.
